Under Article 9 of the Regulatory Reform (Fire Safety) Order 2005, theResponsible Person must ensure that a suitable and sufficient fire risk assessment is carried out by a competent person. This requirement applies to all non-domestic premises, including the common areas of multi-occupied residential buildings.

The Responsible Person — typically the property owner, landlord, employer, or managing agent — is legally accountable for keeping the assessment up to date and reviewing it regularly, particularly when there are changes to the building, its use, or occupancy.
